On 11th of May 2021, the State Administration for Market Regulation released the Circular about Further Standardizing the Registration of E-commerce Operators (Draft), to collect public opinions until June 10, 2021.
According to the circular, where e-commerce operators apply for registration as market entities of enterprises or individual businesses, they should apply to local market supervision and administration departments for registration of market entities. If a natural person sells self-produced agricultural and sideline products, household handicraft products or engages in cleaning and other convenient labor activities through the Internet, registration is not required. If a natural person is engaged in online trading activities and the annual trading volume does not exceed 100,000 yuan, registration is not required. If the same operator opens multiple online stores on the same platform or different platforms, the transaction volume of each online store shall be calculated together.
